does the QB still have to take a 5 step drop in the shotgun formation after the snap? is that a penalty if it is not done?

At the snap, there must be a minimum of 5 yards between the center and the QB. If any of the receivers are crossing behind the line of scrimmage before the snap, make sure they cross behind the QB. If they cross in front of the QB and they are within the 5 yards when the ball is snapped, it's a penalty.

the first person who touches the ball after it is snapped from the center is considered the QB, the QB must be 5yds behind the line of scrimmage when he/she receives the snap.

All players other than the center may be in motion prior to the snap. There is only a penalty (illegal procedure) if the ball hits someone running in between the center and the QB and he/she is not 5yds back from the line of scrimmage.
