2015 WTFL Seasonal Operating Procedures

Introduction
The purpose of this document is to provide the membership of the WTFL with the set of rules and procedures that the Board of Directors will use to govern the league for the 2015 season. This manual is used to supplement the WTFL Constitution and provide the Board of Directors with a "playbook" for how to run the league.
Disclaimer
The WTFL Board reserves the right to deal with any issue on a case by case basis in order to ensure the league meets the objectives set in the constitution and to ensure that fair play is preserved.

Season Dates
  • The 2015 season runs early June (once the fields are safe, ready and we won't damage them) ending in October.
  • Championship dates will be finalized once playoff schedule is released.

Registration Deadline
  • Registration Deadline is THURSDAY MAY 21, 2015
  • All registration fees are due by May 21, 2015.
  • Please make cheque or money order to the Winnipeg Touch Football League to be processed by our board-governed treasurer. Cash will also be accepted but cheque or money order is preferred. Please 'sign up' your team on WTFL.ca (top, righthand corner) or if you need a hand, contact executive@wtfl.ca to indicate your interest and mail fees to the address listed above
  • This includes registration fees and insurance. No exceptions will be made for late payments.
Insurance/Waiver Form
  • Insurance will be a flat fee of $25/player, and is due by the registration fee deadline stated above.
  • Insurance/Waiver forms will be provided or can be picked up from Sport Manitoba @ 145 Pacific Ave. General Inquiries: (204) 925.5600
  • 1 waiver covers all WTFL divisions
  • A completed waiver form is required for each year.
  • All league members are required to have a insurance/waiver forms submitted to the league a minimum of 24 hours prior to playing any games, otherwise they are considered ineligible players.
  • Officials and coaches will be required to fill out a insurance/waiver form to be covered for insurance.
  • Verification that a player's waiver/insurance form has been processed will be indicated by player on each team's roster (under "Teams" on wtfl.ca)
Roster Regulations
  • A team's roster must have a minimum of 10 players and must be submitted online at wtfl.ca before the registration deadline. The WTFL reserves the right to place teams in divisions to preserve competitive balance.
  • A player may play on at most two teams during the 2015 season but maximum of one team in any division. The player must be on the roster of the lower division team before the registration deadline. The League reserves to the right to restrict this option to maintain competitive balance.
  • A competition committee will be comprised of WTFL members, and will be responsible for approving roster changes after the deadline.
  • All players added to teams after the registration deadline will be subject to competition committee approval, regardless if they are on another roster already. All players added to teams after the registration deadline must make a request to the competition committee, and do so 48 hours before their next game.
  • The competition committee reserves the right to decline any roster additions after the registration deadline in order to maintain competitive balance.
  • Players who are on multiple rosters must obtain permission from the competition committee if they wish to throw forward passes on their lower division team.
  • Men's Division players must play a minimum of six games to be eligible for playoffs. Women's Division players must play a minimum of four games to be eligible for playoffs. Co-ed Division players must play a minimum of one game to be eligible for the playoffs. Players who play on multiple teams are required to play a minimum of one half of the regular season games on their lower division team in order to be eligible for playoffs with their lower division team.
Team Responsibilities
  • The team captain must have a valid email address entered into the wtfl.ca website and is expected to check their email frequently. Team captains will be contacted throughout the year for various reasons and email will be the main method of contact.
  • Team captain must have a current phone number entered into the wtfl.ca website.
  • Team rosters must adhere to the Roster Regulations defined in this document.
Eligibility
Eligible players must satisfy all of the following:
  • The player has submitted a waiver form to the league.
  • The player has submitted a parental consent form if they are under the age of 18 years old.
  • The player is not currently serving a suspension from the league.
  • The player must be on the roster of a team in good standing.
  • The player cannot be pregnant.
Playoff Eligibility
  • Only teams in good standing with the league are eligible for Playoffs.
  • Players must be in good standing with the league in order to participate in playoff games.
  • Players must play a minimum of 6 games to be eligible for playoffs for men, and 4 games for women, 1 game for co-ed.
All games played by teams with ineligible players will incur a default loss as well as a default fine.
Divisional Alignment
  • The executive reserves the right to assign teams to divisions in order to adhere to our mission statement.
Scheduling and Reschedule Policy
  • Unique to WTFL members are regular game nights
  • Teams may submit schedule requests until May 21, 2015 by emailing them to schedules@wtfl.ca.
  • Late submissions will not be accepted.
  • The league will do its best to accommodate as many requests as possible, unfortunately not all requests are guaranteed.
  • Reschedules can only be made by swapping games with other occupied time slots. All teams must agree to the swap and the League Scheduler must be notified (at least 48 hours in advance) so that the website can be updated accordingly.
  • The WTFL does not schedule games on Mother's Day, Father's Day, Canada Day or Long weekends (Monday evenings may be used if absolutely necessary).
Rain-out Reschedule Policy
  • The 2015 season will adhere to the usual Rain-out policy.
  • Rain-out dates will be set weekends throughout the season, all rain-outs will be rescheduled to one of these dates.
  • All teams must be available to play on these weekends, in the event that a league game is rained out.

Default Policy
  • A defaulted game results in a team fine and a 2 point deduction in standings.
  • Defaults fines follow an escalating structure; 1st $50, 2nd $75, 3rd $100.
  • A 3rd default may result in suspension from league play.
  • Default fees are required to be paid to the league prior to playing next scheduled game.
  • Any monies owed to teams regarding defaults will be paid out at the AGM.
  • Players on the defaulting team do not receive any credit for a game played.
  • Players present on the non-defaulting team will receive credit for a game played.
  • In the event of a double-default, neither team will receive credit for a game played and both teams will be fined $50.
  • Defaulted games will not be rescheduled.
Game Card Policy
  • Game statistics are tracked by the Head Referee at each game via a WTFL approved game card.
  • Game cards must be signed by each team (one member) at the end of each game to verify the accuracy of statistics and players present. No changes will be made to the game card after this point.
  • The Head Referee is responsible for ensuring the game cards are entered into the WTFL website and should be stored until the end of the season.
League Size
  • The WTFL reserves the right to cap divisions and limit league size.
Fields
  • Teams are responsible for bringing the goal post pads to the games.
  • The first team on the schedule at a field is responsible for bringing the pads.
  • The last team on the schedule at a field is responsible for returning the pads to their proper location.
  • Check "Fields" and click on the location for details where goal post pads are stored.
Officials
  • Officials will meet before the season to schedule officials for the first half of the season.
  • Officials will meet at least once during the season to schedule officials for the second half of the season or for any meeting the Official's Coordinator deems necessary.
  • New Pay structure:
    • Head Official: $35/game
    • Back Judge: $30/game
    • Linesman: $22/game
WTFL Rule Book
  • The WTFL will provide its rule book online on the wtfl.ca website.
  • The WTFL rule book will be the rules that officials will use to officiate the games.
Jersey Requirements
  • Teams will be required to wear jerseys of the same colour.
