Chance gives 1 point, Community Chest gives 1 point, and Railroads give 2 points. That makes Railroads the best target, especially when you're using a higher multiplier. Still, it's easy to get carried away. A big multiplier can move you through the board fast, but it can also empty your dice pile before you realise it. A lot of players like to raise the multiplier when they're close to a Railroad-heavy section, then drop it again once the board gets awkward.
